Meet our President, Lee Clymer P.E., whose journey embodies the spirit of growth, collaboration, and transformative leadership.

A true Floridian, Lee hails from Ocala, where his passion for both baseball and academic excellence led him to Central Florida Community College on a baseball scholarship. Upon earning his degree in Civil Engineering from the University of Central Florida in 2004, Lee embarked on a career that would become deeply intertwined with the success of our company.

Lee’s story at Farner Barley & Associates began in 2005 when he joined the team. From the outset, he immersed himself in a diverse range of projects including utilities, stormwater, and master planning. During this pivotal period, Lee forged a close relationship with Bob Farner, a founding member of the company. Bob’s mentorship proved invaluable to Lee, shaping his understanding of the industry, and fostering a sense of gratitude that endures to this day. In 2017, this mentorship evolved into a partnership, setting the stage for Lee’s ascent to the role of President in 2020.

Reflecting the evolving identity of the company, Lee officially changed the name to Clymer Farner Barley, Inc. in 2020. The year 2022 marked another milestone as Lee diversified the company portfolio by creating Clymer Farner Barley Surveying, LLC. This new entity allowed our surveying division to flourish independently, resulting in the establishment of two (2) new locations in Ocala and Tampa/Clearwater. The growth trajectory continued with the inception of Clymer Farner Barley Geospatial, LLC in 2023, a company housing modern drone technology.

Lee is in the CFB offices every day, diligently connecting with our team and our clients, ensuring that our commitment to growth, collaboration, and transformative leadership remains steadfast.

Robert “Bob” Farner, a native Floridian born and raised in Leesburg, Florida, is a co-founder of Clymer Farner Barley, Inc. (formally Farner, Barley & Associates, Inc.). He earned his bachelor’s degree in civil engineering from the University of Florida and held dual licenses for civil engineering and land surveying in Florida.

Beginning in 1978, Bob was deeply involved in private land development, public works projects, land planning design, and permitting. He focused on project engineering, client consultation, and overseeing the company’s daily operations.

Bob’s career spans a diverse range of projects, including private development ventures, municipal engineering, and infrastructure projects such as water and wastewater treatment systems. His expertise extended to local planning, zoning, and the establishment of Community Development Districts in Florida and Improvement Districts in Alabama.

With a portfolio boasting over twenty-five major developments across Lake, Sumter, and Marion Counties, including The Villages® (the largest single-site mixed-use development in the United States), Bob provided clients with unparalleled experience and insight, ensuring the successful execution of projects of any scale. Today, Bob remains an invaluable asset to Clymer Farner Barley, Inc., lending his expertise to project reviews and offering insights to our teams.

William “Steve” Barley, PSM Founder CFB Inc

William “Steve” Barley, PSM

William “Steve” Barley, stands as one of the founding members of CFB, formally known as Farner, Barley & Associates, Inc. Holding a Professional Surveyor and Mapper license in the State of Florida, he has been deeply engaged in land surveying since 1971, acquiring his license in 1980.

Steve initially ventured into the realm of title insurance before transitioning into surveying. Over the years, he has lent his expertise as an expert witness in various survey-related legal proceedings, spanning boundary disputes and condemnation matters. Steve has notably overseen numerous Development of Regional Impact projects and has offered consultancy services to title insurance firms, addressing claims and related matters.

His involvement extends to civic duties, having served on the Florida Bar Grievance Committee, and contributed to the City of Eustis Land Development Regulations Committee. A member of esteemed organizations such as the Florida Surveying and Mapping Society and the American Congress on Surveying and Mapping. Steve’s retirement in 2021 marked the culmination of over 35 years of exemplary service to the industry. His profound influence continues to be felt and appreciated daily.

Jeremy Hallick has been involved in every aspect of land surveying since 1998, graduating from the University of Florida in 2003 and obtaining his professional license in 2009. With over two decades of experience, Jeremy now serves as Vice President and Principal at CFB Surveying, LLC, bringing invaluable expertise to the team.

His career spans a diverse range of projects, from small residential lot surveys to overseeing major developments across thousands of acres. With boundless energy and a passion for his profession, Jeremy ensures that every project, from conception to completion, meets the highest standards.

Before joining CFB, Jeremy served as an office manager for a nationwide engineering firm, overseeing survey activities for both land development and utility projects. Since joining our team, he has led significant endeavors, including large land acquisition surveys for multi-use developments and commercial projects spanning from Miami to Jacksonville. Jeremy is also active in professional organizations and serves as President of the North Central Florida chapter of the Florida Surveying and Mapping Society.

Beyond his professional commitments, Jeremy enjoys traveling, CrossFit, and spending quality time with his family. His dedication, expertise, and leadership make him an indispensable part of our team, driving our success and ensuring exceptional results for our clients.

James “Hunter” Blair, PSM

James “Hunter” Blair is an integral part of our surveying company, driving innovation and excellence within our organization. Graduating from the University of Florida in 2008 with a Bachelor of Science in Geomatics, Hunter has built a career focused on delivering exceptional surveying solutions.

Hunter’s early career focused on the technical management of various surveys for the Florida Department of Environmental Protection (FDEP). Hunter’s expertise quickly grew to span various projects for clients including FDOT, water management districts, municipalities, and private entities.

Since joining CFB, Hunter has excelled as a Professional Surveyor, overseeing client coordination, project management, field crew supervision, data analysis, and quality control.

His leadership and dedication were recognized in 2023 when he was appointed as Principal / Vice President, a testament to his contributions to our team and his commitment to excellence.

His passion lies in tackling new challenges daily, using his extensive experience and resourcefulness to ensure reliable outcomes. Outside of work, he enjoys hunting and spending time with family in Crystal River.
